House Bill 2447
House Bill 2447, signed by the Governor on March 31, 2025, amended A.R.S. § 9-500.49 to require cities and towns to allow administrative review and approval of certain development applications without a public hearing. The law became effective January 1, 2026.
The proposed amendments to the Zoning Ordinance and Subdivision Code are intended to formally incorporate these state law requirements into the Town’s regulations. The changes are procedural in nature and do not modify zoning standards or expand development entitlements. Their purpose is to align the Town’s codes with current state law and provide clarity going forward.

A Citizen Review Sessions will be held in the Gila Bend Town Hall at 644 W. Pima Street from 4 pm – 5 pm. - February 19th, 2026 - Planning and Zoning Commission Hearing:
The Planning and Zoning Commission hearing at 4:30 pm at Gila Bend Town Hall at 644 W. Pima Street. - March 10th, 2026 - Town Council Hearing:
A Town Council Hearing will take place at 6 pm, held at 308 N. Martin Avenue, Gila Bend, AZ 85337.

Citizen Review Session
At the Citizen Review Session, Town staff will provide an overview, answer questions, and document feedback regarding the Town of Gila Bend draft updates to the Zoning Ordinance and Subdivision Regulations to meet new Arizona legislation signed by Governor Hobbs that require administrative review of site plans and lot splits instead of public hearings.
Public Hearing Agenda
The Public Hearing will include discussion and possible recommendation by the Planning Commission or action by the Town Council regarding text amendments to the Town’s Zoning Ordinance (including but not limited to Article II and Article III) and Subdivision Code (Chapter 12) to authorize administrative review and approval of site plans and land divisions, in accordance with House Bill 2447, A.R.S. § 9-500.49 changes that were effective on January 1, 2026.
